How We Got Here

History & Timeline

Understanding the full history of this issue, including previous closure attempts and the rushed process used in 2026, is essential context for evaluating PISD's current proposal.

Background: A Pattern of Budget Pressure

Pflugerville ISD has faced enrollment and budget pressures for a few years. Declining enrollment drives down state funding, while fixed costs like building maintenance and staffing remain constant. This is not a new problem nor is it unique to Pflugerville.

2022–2023: The First Closure Attempt

This is not the first time PISD has considered closing elementary schools. In 2022–23, the district considered closing Dessau ES, River Oaks ES, Parmer Lane ES, Pflugerville ES, Spring Hill ES, and Brookhollow ES. Ultimately, no schools were closed. Notably, Windermere ES was not included in any closure proposals during 2022–23. The fact that several of these same underperforming schools were flagged then — and continue to underperform now — makes it all the more difficult to understand why some of them are not on the current closure list.


April 2025: School Choice/Voucher Program Legislation signed into law

September 2025: Pflugerville isd launches district optimization effort


2025: Civic Solutions Group Hired

Facing a projected $18,288,766 deficit over the next two years, PISD contracted with Civic Solutions Group, a consulting firm based in Louisiana with no prior connection to the Pflugerville community. The firm was tasked with developing scenarios to address the shortfall, including potential school closures.


march 5, 2026: district optimization plan unveiled to the public

At a budget workshop, the proposed plan was laid out to the board and to the public. Included in the plan were scenarios which closed four elementary schools, two middle schools, changed scheduling for high school students, repurposed buildings, and other recommendations.

march 9-12, 2026: community hearings

Four days after announcing the possible closures, community meetings began. Meetings were schedule to last 1.5 hours with a district representative speaking for 30-45 minutes and then dividing parents into groups of eight to discuss the proposals.


may 14, 2026: school board vote

At the May 2026 meeting, the school board will vote on whether to adopt all proposals included in the district optimization report or whether to adopt/reject certain scenarios within the report.
